Hualong Quality Management Guidelines

In order to ensure effective implementation of quality management system, and consistence of our company's quality policy with quality goals, employees at all posts should incorporate the quality goal of the company into their responsibilities, which should be measurable, practicable and reviewable.

The company has established a quality management system according to ISO9001:2000 standard requirement and has documented it, covering processes and methods of machining, welding, production and service of metal parts and rubbers. In order to realize this plan and maintain constant improvement, the company has made the following strict requirements:

1. It is required to identify process of quality management, and prepare corresponding program documents. These processes can cover general processes from identification of customer demand to appraisal by the customer in general, or a specific subprogram of quality activity.

2. It should be done to define sequence and interface relation between control method of process and the processes. Management should be carried out through identification, determination, monitoring and measurement analysis.

3. The purpose of managing process is to implement quality management system, to effect quality policy and the goals of the company.

4. Efforts of monitoring, measuring and analyzing process, and taking improvement measures are made to realize the plan and constantly improve upon achievements.

In order to ensure effective implementation of quality management system and ensure coordination and communication among links, our company has established a documented quality management system according to ISO9001:2000 international standard requirement and structure of the company. The Quality Manual of the company includes six program documents (document control, record control, internal audit, non-conforming control, corrective action and preventive action) stipulated in ISO9001:2000 standard. Through implementation of quality management system, we will never fail to meet customer's requirement, and achieve the goal to satisfy customer.

Inspection Rules are hereby formulated specially to effectively control quality of raw material, and guarantee quality of finished product.

Application scope: 1. raw material inspection, 2. inspection of first article, 3. process inspection, 4. finished product inspection

I. Inspection rules of raw material

i. Inspection of outsourcing metal semi-finished product: inspect mainly according to items of material bill and measurement of drawings. If inspection result is in line with purchasing bill, an Inspection Report of Outsourcing Finished-Product should be filled out, and the product is approved for warehousing.

ii. Inspection of rubber raw material:

1. Sampling inspection should be executed on incoming rubber raw material (three specimens per shift) in accordance with the national standard for sampling method and inspection standard. Quality inspector of laboratory is responsible for accepting and filling out Inspection Report of Outsourcing Finished-Product.

2. Inspected product, if disqualified, it should be subject to double sampling inspection. If once again is proven not to conform, an Inspection Report of Rubber Raw Material report should be filled out, and the inspection report should be accompanied by a detailed data record. The report should be made to manager and feedbacks should be promptly delivered to the Material Department for returning.

iii. Steel plate, round steel and pipeline, which are to be stored in warehouse should be subject to acceptance inspection as per specification and size of purchasing bill.

II. Inspection of semi-finished product

i. The first article of finished product and semi-finished product must be inspected; the first article is inspected according to Free Acceptance Tolerance Stipulation and Qualification Standard of Large Mould Pressing Product and Pipeline Rubber Product. After qualification, production or transfer procedure can be carried out. The first article should be identified individually and inspected conforming product and non-conforming product should be identified respectively. Uninspected or inspected non-conforming product cannot be used for production or transferring procedure. If non-conforming product is inspected, the quality inspector should inform the workshop manager and fill out a Rework/Repair Notice Note to state specific data, content, rework/repair method of non-conforming items for the workshop to alter and correct. After correction, it is required to be inspected again (pipeline should be painted and labeled after it is inspected).

ii. Process Inspection: when quality inspector is on duty, the first job is to inspect night-shift product one by one in workshop according to actual product types and quantity, and fill out a Daily Quality Report.

iii. The production task assigned for the day shall be finished before getting off duty, and repaired conforming product should be identified and stocked after workshop is informed.

iv. Finished product and semi-finished product are put to inspection area, if proved to be conforming, they are to be identified and transferred to the qualification area.

v. Inspector should monitor and check production process of product, inspect and guide worker conduct regarding technique requirement and regulations. If conduct or technique is incorrect then inform workshop director to order a correction be made.

vi. Quality inspector should carry out patrol inspection in workshop at least twice, and sign for inspection result in the production work ticket.

vii. It is required to inspect product appearance for defect and size of finished product and semi-finished product, and inspect according to Free Dimensional Tolerance and Qualification Standard of Large Mould Pressing Product and Pipeline Rubber Product. If any product or semi-product is over inspection-based size, the workshop director should be informed by Repair Notice Note in writing. The notice should be signed after the defect has been repaired by workshop, and then sent to quality inspection department for second inspection. Any product not yet conforming after repair should not be considered either for Qualification certificate or delivery, and a report on it should be made to manager for handling.

viii. Cause of non-conformity should be ascertained for products beyond repair, for which a Scrap Form should be filled out and submitted to manager.

ix. After workshop assignment is given, the quality monitor and employees should strictly keep an eye on procedures and operate according to the technique instructions. After finished product and semi-finished product take shape, self-inspection should be carried out firstly to check whether the products are qualified according to drawing requirements and Free Dimensional Tolerance, Qualification Standard of Large Mould Pressing Product and Pipeline Rubber Product, if so, they should be sent for quality inspection.

x. Quality inspector's inspection requirement for semi-finished product: sampling inspection rate should not be less than 30%, inspection quantity of semi-finished product should not be less than three pieces, which should be recorded and identified.

xi. The first article of a new mould is inspected by Production Department, Technical Department and Quality Inspection Department according to design size in the drawing. Quality Inspection Department will record the relevant data and free tolerance of the product, and fill out quality inspection form for the first article.

According to drawing and requirement provided by customer, the company, in combination of the actual production experience, Hualong has formulated the Operation Data of Free Tolerance for Steel Members, Welding Standard of Metal Skeleton and Metal Pipeline, Qualification Standard of Large Pressing Product and Pipeline Rubber Product and Inspection Standard of Rubber Semi-Finished Product as an inspection basis for production of the company.

Flow Chart of Product Realization

For each procedure of the flow, there are corresponding detailed drawings, techniques and operation instructions. Operational rules shall be strictly followed to guarantee product quality.
